Bid opening held for renovation at Cartmell Elementary

Representatives from the Lexington firm RossTarrant Architects, opened bids Friday from contracting firms hoping to secure the contract to renovate the Richard B. Cartmell Elementary School. The bid opening was held in the conference room at the school corporation’s central office.

Renovations at the school, located at 1706 Highland Avenue, are needed due to overcrowding issues. The 46-year-old facility most recently housed students in Head Start and grades four and five, while Kathryn Winn Primary, 907 Hawkins Street, houses children in kindergarten through third grade. The Head Start program is being moved during the Christmas and New Year’s holiday break to a temporary facility in the rear of a building on Highland Avenue that houses the Northern Kentucky Community Action Commission, Inc.

After renovations, which could begin early next month, the two schools would be reconfigured with the third grade moving to Cartmell and Head Start moving to Winn for the 2010/2011 school year.

Base bids for the project as read by Ron Murrell of RossTarrant ranged from a low of $8.45 million to a high of $9.46 million.

“The current projected budget is $8.3 million,” Murrell told the room full of contractors who assembled for the opening. “The board has some contingency funds available up to $8.6 million if they choose to go that direction. Some of the bids are certainly within the target area.”

The Carroll County Board of Education scheduled a special meeting last night (Tuesday, Dec. 22) to review the bids. Results of that meeting were not available at press time.

“That will give us some time to review the bids and make a recommendation,” Murrell said.

A special meeting of the Carroll County School District Finance Corporation was scheduled to coincide with the board meeting. The purpose of the meeting was “to consider adopting a resolution authorizing the issuance of revenue bonds for school building purposes,” according to a press release from Jennie Weaver, Secretary to the Superintendent.

“With the time frame on the renovation at Cartmell, we’re exactly where we ought to be,” Superintendent Lisa James told board members during a meeting Thursday. “We started making the move of Head Start today.

 

The maintenance people and janitors have worked very hard. It has been very organized.”

Bids were received from 11 companies. Each submitted a base bid for the renovation and had the option of submitting alternative bids for six additional aspects of the work: Alt. No. 1, maintenance entry road; Alt. No. 2, gym finishes excluding flooring; Alt. No. 3, owner preference hardware; Alt. No. 4, direct digital wireless controls; Alt. No. 5, gym wood floor; and Alt. No. 6, media center plaza. Alphabetically, the companies and their bids were as follows:
