The essential problem I see with Camp Kysoc is that it sits idle too often. The location would be a great for local companies to book for a retreat or meetings, Families to book for reunions, etc. If they are local then give them a break on the cost to promote use of the facility.
Also:
Have events at the camp. Examples: Story Telling Festival, Renaissance Festival, SCA Demonstration, Girl / Boy Scout events.
The more it is used the more people will be willing to put money into maintaining it.
