Routon, 21, pleaded guilty on count one to theft by unlawful taking or disposition of property, firearm, a class D felony and was sentenced to three and a half years imprisonment and fined $1,000; on count two he pleaded guilty to first-degree possession of a controlled substance, a class D felony and was sentenced to three years imprisonment and fined $1,000; on count three he pleaded guilty to possession of drug paraphernalia, first offense, a class A misdemeanor and was sentenced to 12 months and fined $500, with said sentences to run concurrent to each other for effectively one three and a half year sentence in case 12-CR-00130; on case 12-CR-00152 he pleaded guilty on count one to first-degree possession of a controlled substance, first offense, a class D felony and was sentenced to two years imprisonment and fined $1,000; on count two he pleaded guilty to possession of drug paraphernalia, first offense, a class A misdemeanor and was sentenced to 12 months and fined $500; on count three he pleaded guilty to possession of an open alcohol beverage container in a motor vehicle, and was fined $100; on count four he pleaded guilty to having an inadequate silencer (muffler), and was fined $100, with said sentences to run concurrent to each other for effectively one two year sentence in case 12-CR-00152, with the three and a half year sentence in case 12-CR-00130 to run consecutive to the two year sentence received in12-CR-00152 for effectively one five and a half year sentence, a fine of $1,000 and court costs, the defendant was placed on probation under the supervision of the Division of Probation and Parole of the State of Kentucky for a period of five years effective Aug. 20, 2012, and is subject to their conditions, he is to serve 180 days incarceration, any cash/property bond posted may be released at this time.
Timothy E. Tharp, 52, pleaded guilty on count one to first-degree possession of a controlled substance, a class D felony and was sentenced to three years imprisonment and fined $1,000; on count two he pleaded guilty to possession of drug paraphernalia, first offense, a class A misdemeanor and was sentenced to 12 months and fined $500, with said sentences to run concurrent to each other for effectively one three year sentence, a fine of $1,000 and court costs, the court hereby suspended the fine, the defendant was placed on probation under the supervision of the Division of Probation and Parole of the State of Kentucky for a period of three years effective Aug. 20, 2012, and is subject to their conditions, any cash/property bond posted may be released at this time.

Wilson, 42, pleaded guilty on count one to first-degree possession of a controlled substance, a class D felony and was sentenced to three years imprisonment and fined $1,000; on count two he pleaded guilty to possession of marijuana, a class B misdemeanor, and was sentenced to 45 days and fined $250; on count three he pleaded guilty to possession of drug paraphernalia, first offense, a class A misdemeanor and was sentenced to 12 months and fined $500, with said sentences to run concurrent to each other for effectively one three year sentence, a fine of $1,000 and court costs, the defendant was placed on probation under the supervision of the Division of Probation and Parole of the State of Kentucky for a period of three years effective Aug. 20, 2012, and is subject to their conditions, any cash/property bond posted may be released at this time.
Daniel W. Collins, 23, pleaded guilty on count one to first-degree trafficking in a controlled substance, second or subsequent offense, a class C felony and was sentenced to 10 years, fined $1,000 and court costs, the defendant was placed on probation under the supervision of the Division of Probation and Parole of the State of Kentucky for a period of five years effective Aug. 20, 2012, and is subject to their conditions, he is to serve 365 days incarceration, he is credited with time spent prior to the commencement of sentence, any cash/property bond posted may be released at this time.
John R. Popp, 41, pleaded guilty on count one to manufacturing methamphetamine, first offense, a class B felony and was sentenced to 10 years imprisonment and fined $1,000; on count two he pleaded guilty to first-degree possession of a controlled substance, first offense, a class D felony and was sentenced to three years imprisonment and fined $1,000; on count three the defendant pleaded guilty to possession of marijuana, a class B misdemeanor and was sentenced to 45 days and fined $250; on count four, he pleaded guilty to possession of drug paraphernalia, first offense, a class A misdemeanor and was sentenced to 12 months and fined $500; on count five he pleaded guilty to fourth-degree controlled substance endangerment to a child and was sentenced to five years and fined $1,000, with said sentences to run concurrent to each other for effectively one ten year sentence, a fine of $1,000 and court costs, the court hereby suspends the fine, the Sheriff of Carroll County will deliver the defendant to the custody of the Department of Corrections at such location within this Commonwealth as the department will designate, any cash/property bond posted may be released at this time.

Popp, 32, pleaded guilty on counts one and two to first-degree possession of a controlled substance, class D felonies and was sentenced to three years imprisonment on each count and fined $1,000 on each count; on count three she pleaded guilty to possession of marijuana, a class B misdemeanor and was sentenced to 45 days and fined $250; on count four she pleaded guilty to possession of drug paraphernalia, first offense, a class A misdemeanor and was sentenced to 12 months and fined $500, with said sentences to run concurrent to each other for effectively one three year sentence, a fine of $1,000 and court costs, the court hereby suspends the fine, the defendant was placed on probation under the supervision of the Division of Probation and Parole of the State of Kentucky for a period of three years effective Aug. 20, 2012, and is subject to their conditions, any cash/property bond posted may be released at this time.
Joshua W. Winburn, 28, pleaded guilty on count one to theft by unlawful taking or disposition of property with a value over $500 but less than $10,000, a class D felony, and was sentenced to one year imprisonment and fined $1,000 and court costs, the court suspends the fine and public advocacy fee, said sentences to run consecutive to any back up time, the Sheriff of Carroll County will deliver the defendant to the custody of the Department of Corrections at such location within this Commonwealth as the department will designate, any cash/property bond posted may be released at this time.Order Granting Pretrial Diversion
Dannon J. Perkins, 24, was charged with first-degree possession of a controlled substance, second or subsequent offene, a class D felony with a penalty of one to three years and a fine of $1,000 to $10,000, the defendant applied to the court and to the Commonwealth of Pretrial Diversion and has not participated in a diversion program in the last five years, he has not had a felony conviction in the 10 years prior to commission of the current offense, the defendant freely entered a plea of guilty, and is eligible for probation, parole or conditional discharge as well as early release, the defendant waived the right to a speedy trial or disposition of the charge against her/him, the Commonwealth has secured the criminal history of the defendant, has interviewed the victim and/or the victim’s family and has made a written recommendation to the court in response to the application for pretrial diversion, with the voluntary agreement of the defendant, the court grants the motion for pretrial diversion of a class D felony for three years, the diversion is to be supervised, and the defendant is to abide by the courts conditions for this diversion, if the defendant successfully completes pretrial diversion, the charge will be designated as dismissed, diverted and the defendant has been advised that upon successful completion of diversion he/she may petition the court for expungement of the record, if the defendant fails to successfully complete pretrial diversion and voids the agreement, the Court may impose a sentence equal to or less than the penalty recommended by the prosecutor, or the court may permit the defendant to withdraw his/her plea, if the defendant persists in his/her plea the court may enter a sentence which exceeds the Commonwealth’s prior recommendation.
