About 75 family, friends and co-workers gathered for a surprise retirement party for Carroll County Sheriff’s Office bailiff Strother Stark, who has served since 1996. Stark received a Citation of Appreciation from the Kentucky House of Representatives, presented by Rep. Rick Rand, as well as numerous other tokens of appreciation.
