The parched landscape and prolonged heat of the summer months has led Carroll County Judge-Executive Harold “Shorty” Tomlinson to declare a state of emergency in the county.
“This year in addition to the drought we had quite a bit of extreme heat,” Tomlinson said in a telephone interview Tuesday, “so I declared a state of emergency in order to see what help might be available from our state and federal governments for our local producers.”
