A river walk, new shops and venues, and beautification top the wish list for the city officials, local organization members and local business owners who met on Oct. 20 at the fiscal courtroom to discuss ways to revitalize downtown.
“I think we’re running in a vicious cycle,” Carroll County Chamber of Commerce member and local restaurant owner Rhonda Welch said. “You can’t get people because you don’t have anything to keep them here. You can’t keep them here because you don’t have people.”
