The H2A labor program that many of Kentucky’s tobacco, grain, and horticulture producers, along with horse owners use to secure a reliable and legal seasonal labor force has changed once again, thanks to new rules that went into effect on March 15, 2010. The new rules not only rollback many of the program changes that took effect in January 2009, but they also include many new requirements for employers.
One of the most significant changes in the new H2A rules is the way in which hourly labor rates are calculated for the employees.
