Troopers arrest Worthville fugitive

A prisoner who walked away from the Bluegrass Development Center in Richmond, Ky., has been captured by Kentucky State Police Troopers in Carroll County.

Russell Allen Helm, 33, from Worthville, Ky., was apprehended Tuesday at 12:30 p.m. at 811 Happy Hollow Lane in Worthville.

Helm had walked away from the center on Thursday, Sept. 20, according to a KSP news release. 

Also arrested with Helm was Latosha Marcum, 24, of Worthville.

She was served with a warrant out of Boone County for failure to appear in court on a heroin charge, according to KSP Det. Dave Roberts, the investigating officer on the case.

Both Helm and Marcum were charged with possession of heroin, possession of drug paraphernalia and possession of marijuana.

Roberts and Trooper Matt Corbin executed the warrants.

Helm and Marcum were lodged at the Carroll County Detention Center.
