Cartmell Elementary students are creating a quilt describing what makes them happy for Childhood Mental Health Month as they explore their feelings and emotions.

The quilt, designed to help children recognize when and why they are happy, will hang in Cartmell’s cafeteria to serve as a reminder of those emotions, according to Charlotte Curnutt, the family liaison at Cartmell. All students are participating in the project and will be able to visually see that happiness comes in many different forms to different people.

Rachel Moore, 33, of Carrollton was sentenced to 180 days incarceration in circuit court Monday, April 20 for theft of a controlled substance a Class C felony.

Moore, a registered nurse and former employee of the Carroll County Memorial Hospital, was arrested in December 2008 for theft of a controlled substance. Moore could have received five to 10 years incarceration and fines between $1,000 and $10,000.

Officials announced Tuesday morning that four alternatives have been chosen for the project to replace the Milton-Madison Bridge, narrowing the field from 14 original alternatives presented in the fall to residents of the Kentucky and Indiana communities separated by the Ohio River.

In a news release, officials stated the alternatives include replacing the superstructure on the existing piers and two new options that are hybrids of alternatives that would build a new bridge across the river. The fourth alternative, and the least likely to be approved, is to do nothing.

With income from sales, transportation revenue and interest down across the board for Carrollton Utilities, city council approved a budget amendment Monday night to reflect the declines.

During its April 27 meeting, city council heard  Carrollton Utilities general manager Bill Osborne crunch the numbers for the remainder of this year and provide a look ahead at a proposed budget for the 2009-10 fiscal year that begins July 1.
