Amanda Foster, Douglas Allen’s girlfriend and the victim’s mother, called 9-1-1 at 6:43 a.m. on the morning of Feb. 19 telling dispatchers the child had been discovered dead in his

State police said a toxicology report showed the boy had extremely high levels of oxycodone in his system at the time of his death. After talking to Allen, KSP detectives believe he allegedly gave his son the Schedule II narcotic on the night of Feb. 18, which led to the child’s death.

Allen was arrested at the Kentucky State Police post in Campbellsburg. He is being lodged at the Carroll County Detention Center.

Detective Mickey Gonterman is leading the ongoing investigation.
